Case Management System

Constellation supports CBP’s Office of Professional Responsibility in implementing VerITAS, a COTS case management system. We provide real-time tracking of incidents for over 600 users offering help desk support, technical guidance, and training resources. For our SharePoint and JIRA platforms, we develop system documentation and video tutorials to accelerate enterprise adoption and resolve backlogged issues. As the program evolves, we continue to enhance VerITAS user experience by monitoring data quality and customer satisfaction.

Alternative Funding Program

Constellation has supported CBP’s Alternative Funding Programs since program inception in 2013. Constellation provides advanced technical and program management support to the Reimbursable Services Program, User Fee Facility and the Donations Acceptance Program by helping establish and maintain public-private partnerships with external stakeholders. Our support to the program has enabled scaling from 5 pilot stakeholders to over 500, resulting in an additional 1.7 million hours of CBP Officer overtime services at ports of entry and the processing of an additional 21 million travelers, 2.3 million personal and commercial vehicles, and 2.7 million cargo inspections.

National Targeting Center

Constellation supports CBP’s National Targeting Center in advancing global security through cutting-edge risk assessment systems. We help enhance and scale the Automated Targeting System-Global and the Global Travel Assessment System, enabling rapid, data-driven vetting of high-risk travelers and cargo. Our work empowers CBP and international partners to detect threats in real time, strengthen global collaboration, and drive intelligence-led border management.

Financial Systems Automations

Constellation supports ICE Enforcement and Removal Operations to design and implement robust data analysis and reconciliation automations. Our solution replaced a sample-based audit limited to 5% of the data with full-scale, 100% reconciliation capabilities, dramatically increasing data integrity and oversight. By automating key operational and financial audit processes, we eliminated hundreds of manual work hours each month. We continue to enhance these automations and implement new solutions such as intelligent document analysis to expand efficiency and adapt to evolving mission needs. The result is improved accuracy, reduced burden on staff, and strengthened client confidence in data-driven decision-making.

Non-Intrusive Inspections at the U.S. Land Borders

Non-Intrusive Inspection is a $3+ Billion CBP funded program to screen cargo for narcotics and weapons without physically opening or altering them. Constellation supports procurement requirements gathering, tracking automation, Capital Planning Investment Control and dashboard automation saving countless hours of manual processing.  Each year, NII conducts more than 7.6 million examinations resulting in more than 1,500 seizures and the interception of more than 212,000 lbs. of narcotics annually.
