The Office of Management and Budget (OMB) and the Office of Personnel Management (OPM) have launched Federal HR 2.0, a government-wide initiative to modernize and consolidate human capital management across civilian agencies. The effort will transition agencies away from a patchwork of legacy personnel systems toward a single, enterprise-level platform designed to improve workforce visibility, streamline operations, and support more effective management of federal personnel. With Federal HR 2.0, federal agencies are preparing for a significant shift in how the government manages its workforce.
Unlike prior modernization efforts, Federal HR 2.0 places equal emphasis on execution readiness and governance as it does on technology. Agencies are preparing for phased transitions beginning in FY 2026, pausing duplicative procurements while focusing on data readiness, integration planning, and change management. The initiative prioritizes standardized workflows, interoperable systems, and real-time workforce analytics to support more informed decision-making, improve service delivery, and manage the federal workforce as an integrated enterprise rather than a collection of isolated organizations.
