Constellation, Inc. is excited to welcome Ms. Toni Crosby to its leadership team! Toni is a seasoned federal law enforcement leader with more than 26 years of government service, including tenure in the Senior Executive Service (SES) within the Department of Justice. Toni joins Constellation as a Senior Project Manager, bringing deep operational expertise in mission-focused field operations, intelligence coordination, and violent crime reduction efforts.
Throughout her distinguished career, Toni directed large, high-impact programs and managed a $119 million budget supporting national law enforcement initiatives. She has overseen multiple contracts across law enforcement, intelligence, and department-level programs, giving her a comprehensive understanding of federal operations, acquisition oversight, and mission-critical service delivery.
Toni’s leadership seamlessly aligns with Constellation’s commitment to empowering agencies with high-performing teams, disciplined program execution, and mission-driven support. Her ability to integrate people, processes, and technology strengthens Constellation’s capacity to deliver exceptional results for clients across DHS and the broader federal landscape. In her new role, Toni will drive project outcomes with a focus on quality, accountability, and client satisfaction, expanding Constellation’s ability to meet evolving federal mission needs.
Toni holds a Bachelor of Science from the University of Maryland, College Park, and a master’s degree in security and safety leadership from George Washington University. Outside of work, she enjoys spending time with her husband and four daughters, along with gardening, boating, and exploring the outdoors.
